The £2 Billion List: Havering Council’s Biggest Contracts Revealed
New scrutiny papers reveal the scale of Havering Council’s contracts, its largest suppliers and the agreements approaching expiry.
Havering Council’s contracts register contained 213 agreements with a combined stated value of almost £2 billion at the beginning of September, according to papers prepared for councillors.
The Overview and Scrutiny Board will examine the register and the council’s approach to contract management on Thursday 24 September.
The report gives a total contract value of approximately £1.986 billion and an annual value of around £244.2 million. It cautions that the headline figure is not the same as actual expenditure because it represents values agreed across the full duration of contracts and can change according to usage and need.
The largest agreement listed is an £800 million development management contract with Wates Property Services. Other major entries include a £203 million highways contract with Marlborough Highways, a £168 million temporary agency staffing contract with Adecco and a £140 million heating contract with Sureserve Compliance South.
FCC Waste Management’s recycling, waste collection and street-cleansing contract is listed at £90 million, while a housing repairs and voids agreement with Mears is valued at £56 million.
The report says 97 contracts, with a total stated value of around £276.9 million, are expected to expire or reach the end of their initial term by March 2028.
Contract management is currently devolved to individual council services. Havering says it aspires to develop a central framework to improve tracking, compliance and the management of contract breaches.
Councillors may wish to establish how much has actually been spent against the headline values, which suppliers have required improvement plans and how consistently performance is monitored across different departments.
