The HRA took the decision to waive all costs for Remembrance Sunday Parades and the Armed Forces Day and are incredibly proud to support our Armed Forces Community achieving Bronze level of the Armed Forces Covenant.

Councillor Barry Mugglestone has stated his one aim is to make sure Havering Council fully partakes in the Armed Forces Covenant and it was a special moment when the Mayor of Havering Councillor Sue Ospreay signed the covenant on behalf of the London Borough of Havering at the Armed Forces Day on Saturday 28th June 2025, to recognise the Bronze Level.

Since then, Councillor Barry Mugglestone has chaired the London Borough of Havering Armed Forces Covenant Partnership Board. This Board was set up by the HRA Administration in 2025. The board brings together all Armed Forces Charities and Organisations, in conjunction with the Local Authority, with a strong focus on the following key areas; Health Care, Education, Employment & Housing.

Councillor Gillian Ford, Deputy Leader and Cabinet Member for Health and Wellbeing said “We must recognise the dedication our armed forces have provided for the good of this country and the need to have the right health and support available for them. It is also important that we reintegrate them back into our communities providing support in accessing work and housing.”

Working on these key areas and getting more Armed Forces Champions in Havering, has got us closure to us achieving the Silver level of the Covenant, and with the continued support from the HRA and the London Borough of Havering, we will be able to achieve Gold Level.

The HRA have been proactive and campaigned to get justice for the Armed Forces community regarding compensation being used as income when trying to claim benefits for our Armed Forces personnel.

The Royal British Legion (RBL) congratulates Havering Council for responding positively to the ‘Credit their Service’ campaign.

Up and down the country, some councils continue to unfairly treat Armed Forces compensation as income in means tested benefits. It’s good news for the Armed Forces community in Havering that Havering Council has taken action to remove this injustice.

RBL will continue to work with every local authority and central government until all military compensation is fully disregarded as income in means tested benefits.

Hannah Pearce, Director of Campaigns, Policy and Research at RBL, said “We want to thank Havering Council for working with us and doing the right thing by veterans and the whole Armed Forces community. All councils in Great Britain have signed the Armed Forces covenant, and this is a good example of the tangible difference Councils can make to some of the poorest veterans in their community.”

    Thank goodness for the fuss made rightly by the public when the March for the Scouts & Sea Scouts and their junior branches was threatened for many days with cancellation due to the threat of a £9000 “safety” surcharge! Lets hope this event is now safe for many years to come. It was wonderful to see so many children and young adults proudly wearing their uniforms, walking behind the band. My own Brownie and Guiding days were the best times.
