A business has been hit with a fine of more than £8,000 after failing to clear waste from land in Romford, despite repeated warnings.

Eurobeam LTD, a letting and real estate company based in north London, owns private land off Atlanta Boulevard behind Atlanta House. Complaints from residents and nearby businesses prompted Havering Council to step in after the site was left in a poor and unmanaged condition.

Environmental enforcement officers issued a Community Protection Notice after earlier advisory and warning letters were ignored. The notice required the company to clear the waste, dispose of it legally and secure the land to prevent further fly tipping.

Eurobeam failed to comply.

The council then issued three Fixed Penalty Notices, each worth £100, in December 2025 and January 2026. None were paid.

In February 2026, the company was facing strike off action, but Havering Council intervened to halt the process so a prosecution could go ahead.

At Barkingside Magistrates Court on 7 April, the company was sentenced in its absence and ordered to pay £8,474.97 within 28 days. This includes a £5,000 fine, a £2,000 victim surcharge and £1,474.97 in costs.

The council used powers under the Anti Social Behaviour Crime and Policing Act 2014 to take action against the landowner.

Havering Council said the case should act as a warning to businesses that they have a legal duty to manage and dispose of waste responsibly and keep their land properly maintained.

Officials also stressed they will continue to take strong action against those who ignore the rules and allow areas to fall into neglect.
