BREAKING: Havering Residents Association Cuts Ties with Labour
Cllr. Ray Morgon, Leader of the Havering Residents Association, on the Future of Council Governance
The 2022 Local Elections resulted in no single party having enough Councillors to run the Council on their own.
H.R.A, after the 2022 elections were not in the position to form an over all administration, even though they had the largest majority of Councillors. Therefore to form the administration the HRA had no choice but to look to work with another party, to have the overall majority. The H.R.A agreed a working relationship with Labour and two Labour Members joined the 7 H.R.A Members to form a Cabinet.
At the last Council meeting, it became clear that there were tensions in the relationship as Labour contested the Mayoralty, despite their previous acknowledgment that the Deputy Mayor did not want to become the Mayor. They also challenged the Chair of the Overview and Scrutiny Board, both actions being contrary to the working relationship agreement.
Since 2022, the number of H.R.A Councillors has increased by eight, placing them in a stronger position. At their Group meeting on Monday night, it was decided to end the working relationship with Labour.
The H.R.A would like to thank Labour for helping stabilize the Council after the 2022 election, particularly Councillor Keith Darvill for his role within the Cabinet.
Councillor Ray Morgon said, “When we came into power in 2022, it was clear that the ship needed stabilising and we couldn’t do that on our own. We appreciate the support Labour colleagues have given the Council and residents in steering the way through the huge financial challenges the borough faced and continues to face.”

“H.R.A, after the 2022 elections were not in the position to form an over all administration, even though they had the largest majority of Councillors”
HRA came 2nd in the 2022 elections with 21 seats. The Conservative won with 22.
It’s a very curious use of the word *majority* where HRA were 7 short of the 28 needed. Additionally most RA councillors didn’t stand as HRA. They took their traditional names. Deputy leader Gillian Ford stood as “Upminster and Cranham Residents Association” NOT HRA for example.
