Havering Planning Applications: 22 to 28 September 2026
New proposals include Lidl alterations at The Brewery, changes to an Upminster hotel development and four homes replacing a Romford bungalow.
Havering Council received 23 planning applications between 22 and 28 September 2026, covering proposals across 13 wards. The applications are awaiting consideration, and their inclusion below does not mean that planning permission has been granted.
Residents can view the plans and supporting documents through the individual council links below. Comments should focus on material planning considerations and be submitted directly to Havering Council within the relevant consultation period.
Beam Park
- P1084.26, 68 Manser Road, Rainham: Two-storey side extension following demolition of the garage.
Cranham
- P1108.26, 49 Deyncourt Gardens, Upminster: Part single-storey and part two-storey side and rear extension, single-storey front extension with a new porch, and window alterations.
Emerson Park
- P1090.26, 12 Brindles, Hornchurch: Retrospective retention of an obscure-glazed, fixed-shut flank window in the gable wall.
- P0975.26, 23 Freeman Way, Emerson Park, Hornchurch: Annexe in the rear garden.
- P0990.26, 15 Burntwood Avenue, Hornchurch: Extensions and alterations to the existing home.
Gooshays
- P1097.26, 21 Sheffield Drive, Romford: Single-storey rear extension and first-floor side extension.
Hylands and Harrow Lodge
- P1077.26, 28 The Mall, Hornchurch: Ground-floor rear extension, loft conversion with dormer windows and removal of existing shrubs to expose a parking bay.
Hacton
- P1098.26, 7 Farm Way, Hornchurch: Two-storey side extension, part two-storey and part single-storey rear extensions, and a single-storey front extension.
Harold Wood
- P1100.26, 41 The Drive, Harold Wood, Romford: Single-storey rear extension connected to the existing garage.
Marshalls and Rise Park
- P1104.26, 48 Park End Road, Romford: Single-storey rear extension.
- P1086.26, 1 The Elkins, Romford: Detached four-bedroom home with cycle storage, waste and refuse facilities, amenity space and a new front boundary.
The Elkins application is notable because it proposes an additional family home on a site previously associated with a lawful supported-living use.
Rush Green and Crowlands
- P1015.26, 188 Crow Lane, Romford: Demolition of the existing chalet bungalow and construction of four homes.
- P1115.26, 53 Mawney Road, Romford: Single-storey and part two-storey rear extension.
The Crow Lane proposal is one of the week’s larger housing applications, replacing one existing property with four new homes.
St Andrew’s
- Y0217.26, 100 Stanley Road, Hornchurch: Prior approval for a six-metre single-storey rear extension, up to three metres high with three-metre eaves.
St Alban’s
- P1112.26, 49 Carlisle Road, Romford: Retrospective change of use of an existing outbuilding as a small, appointment-only nail treatment room.
St Edward’s
- A0035.26, Better Gym, 41 Market Place, Romford: Non-illuminated printed vinyl graphics on existing ground and first-floor glazing and on ground-floor composite panels.
- A0034.26, 8–8A The Brewery Walk, Romford: Three flag signs, a poster display, a banner sign and three vinyl signs.
- P1072.26, 8–8A The Brewery Walk, Romford: External alterations and advertisements, including three illuminated Lidl signs, three flag signs, a poster display, a banner sign and three vinyl signs.
The linked Brewery applications concern Lidl’s external alterations and branding at the prominent Romford shopping-centre unit.
Upminster
- P1018.26, 41 Westbury Terrace, Upminster: Retrospective retention of a single-storey rear extension.
- P1102.26, 9 Maple Avenue, Upminster: Single-storey rear and side extension, addition to the front garage and porch, and a hip-to-gable roof alteration.
- P1103.26, 31 Chester Avenue, Upminster: Single-storey rear extension.
- P1078.26, 54 Sunnings Lane, Upminster: First-floor rear extension with a Juliet balcony and an additional first-floor front window.
- P1071.26, 11 Station Road, Upminster: Application by Pure Gym Limited to vary condition 21 attached to the approved demolition and redevelopment scheme for a ground-floor and part three and four-storey hotel with ground-floor commercial, business or service premises.
The Station Road application was submitted by Pure Gym Limited and relates to the approved Travelodge hotel and ground-floor commercial redevelopment in Upminster town centre. The submitted variation does not itself mean the change will be permitted.
