Police Raise Street Drinking Concerns Ahead Of Romford Shop Licence Hearing
A licensing panel will consider a premises-licence application for Roseland News after police submitted evidence about street drinking in the area.
Police concerns about street drinking and antisocial behaviour will be placed before councillors considering a premises-licence application for a Harold Hill shop.
Havering Council’s Licensing Sub-Committee is due to consider the application from Roseland News, 69 Farnham Road, at a hearing on Monday 21 September.
Supplementary evidence submitted by a Metropolitan Police ward sergeant says street drinking in the Farnham Road area has recently begun to increase again.
The officer states that the area is part of a Clear, Hold, Build initiative involving partners working to tackle crime and antisocial behaviour. The submission says residents and local representatives have raised concerns about alcohol-related behaviour.
Police argue that the sale and availability of individual cans of high-strength alcohol can contribute to problems including violence, theft, shoplifting, public urination and defecation, shouting and swearing.
The evidence also refers to several reported incidents during July, including a robbery in which an intoxicated man was allegedly struck in the face, an antisocial-behaviour warning and damage to a bin caused by fire.
These are police representations for the committee to consider. They are not findings against Roseland News or the premises-licence applicant, and the application remains to be determined.
The sub-committee can consider conditions designed to promote the licensing objectives before deciding whether and on what terms a licence should be granted.
