Havering Planning Applications: 15 to 21 September 2026
Proposals include a training academy with overnight accommodation at Upminster Court, an eight-person HMO and commercial swimming lessons at a private pool.
Havering Council received 22 planning applications between 15 and 21 September 2026, covering proposals across ten wards. They are awaiting consideration, and inclusion in this list does not mean that planning permission has been granted.
Residents can view the plans and supporting documents using the individual council links below. Comments should focus on material planning considerations and be submitted directly to Havering Council within the relevant consultation period.
Beam Park
- P1089.26, 58 Askwith Road, Rainham: Single-storey rear extension.
- P0962.26, Dunlin and Merlin Court, Orchard Village, Rainham: Replacement flat-roof coverings, waterproofing and insulation, with a new ProGro wildflower green-roof finish and associated works. No change of use is proposed.
- P1076.26, 9 Dunedin Road, Rainham: Single-storey side and rear extension, front porch, first-floor rear extension, internal alterations and associated works.
Cranham
- P1065.26, 41 Sunnycroft Gardens, Upminster: Part-retrospective retention of an altered roof and proposed loft conversion with rear dormer.
- L0006.26, 133 Upminster Court, Coach House, Hall Lane, Upminster: Listed-building application for alterations supporting use as a training academy with 15 overnight rooms, new teaching and office space, courtyard enclosure, heritage restoration, replacement windows and demolition of the former scout hut and storage lean-to.
- P1082.26, 133 Upminster Court, Coach House, Hall Lane, Upminster: Planning application for the same training-academy scheme, including 15 overnight rooms, new teaching and office space, courtyard enclosure, heritage restoration and associated demolition.
The linked Upminster Court applications concern a heritage site and follow earlier refused proposals for a training centre with overnight accommodation, making the new scheme one of the week’s more significant applications.
Emerson Park
- P1063.26, 2B Berther Road, Hornchurch: New front and side boundary walls and gates.
- P1066.26, 4 Herbert Road, Hornchurch: Single-storey rear extension enclosing the existing swimming pool as a hydrotherapy facility, attached to the approved rear extension, with accessibility adaptations.
Hacton
- P1057.26, 10 Ascot Gardens, Hornchurch: Single-storey rear extension.
- P1085.26, 164 Lancaster Drive, Hornchurch: Single-storey rear extension, new ground and first-floor side windows and internal alterations.
Mawneys
- P1021.26, 25 Hillfoot Road, Romford: Conversion of the garage into habitable space.
- P1073.26, 223 Mawney Road, Romford: Change from an existing six-person HMO to an eight-person sui-generis HMO, with a hip-to-gable loft conversion, rear dormer, front rooflights, refuse storage and cycle storage.
The Mawney Road HMO proposal is notable because an earlier application for the same eight-person use was refused and appealed.
Marshalls and Rise Park
- P1095.26, 55 Fontayne Avenue, Romford: Construction of a hipped-roof garage following demolition of the existing garage.
- P1038.26, 20 Moray Close, Romford: Single-storey side extension to the existing garage.
Rush Green and Crowlands
- Y0215.26, 45 Norwood Avenue, Romford: Prior approval for a six-metre single-storey rear extension, up to three metres high with three-metre eaves.
- P1083.26, 58 Rush Green Road, Romford: Gable roof over the existing first-floor side extension.
Squirrels Heath
- P1091.26, 22 Squirrels Heath Avenue, Romford: Retrospective retention of a detached play structure in the rear garden.
- P1056.26, 95 Ardleigh Green Road, Hornchurch: Front, side and rear extensions, internal and external alterations, energy-efficiency improvements, revised boundary treatment and access, and an ancillary garden building for domestic wellness, gym and storage use.
- P0992.26, 123 Balgores Lane, Romford: Wraparound extension, garage conversion, two-storey front bay and porch, with render to the whole property.
- P1075.26, 139 Haynes Road, Hornchurch: Part-time commercial use of an existing swimming pool for children’s swimming lessons.
The Haynes Road proposal would introduce a commercial activity at a residential property and may attract interest around operating hours, visitor numbers, parking and neighbour amenity.
St Edward’s
- A0032.26, Santander, 73–77 South Street, Romford: One internally illuminated projecting sign and vinyl graphics on the front glazing.
South Hornchurch
- P1069.26, 29 Guysfield Drive, Rainham: Two-storey side extension and part two-storey rear extension.
