ROMFORD SET FOR 100+ NEW HOMES: Major Waterloo And Queen Street Project Moves Ahead.
More than 100 new affordable homes are set to be delivered at Waterloo and Queen Street in Romford after Havering Council and Wates Residential signed a major agreement to move the next phase of the regeneration forward.
The agreement, known as a Pre-Construction Services Agreement, covers Blocks 9 and 10 and allows the project to move into detailed design and market testing.
Planning approval for the blocks was secured in February 2026, with completion currently targeted for 2028.
The regeneration of Waterloo & Queen Street forms part of a much larger joint venture between Havering Council and Wates Residential, which is delivering more than 3,000 new homes across the borough through a £1 billion programme covering 12 estates.
Paul Nicholls, Regional Managing Director for London at Wates Residential, said:
“Securing this Pre-Construction Services Agreement means we can now move into the next stage of bringing Blocks 9 and 10 forwards. With planning approval in place, our focus turns to finalising the design and delivering more than 100 high-quality affordable homes that meets the needs of residents. Waterloo & Queen Street is an important part of the wider regeneration programme, and we’re pleased to be working with Havering to maintain momentum on the scheme.”
Councillor Robert Whitton, Cabinet Member for Regeneration, said:
“Signing this agreement marks an important leap forward in the regeneration of Waterloo and Queen Street, which has been stalled under previous administrations. It demonstrates our pledge to get things done and our continued commitment to delivering much-needed affordable homes for Havering people.
“Through our partnership with Wates Residential, we are transforming estates across the borough, creating high-quality homes and neighbourhoods that residents can be proud of. The progression of Blocks 9 and 10, as the first phase, will provide more than 100 new affordable homes, reducing our reliance on expensive temporary accommodation and helping to ensure that local families have access to safe, modern and sustainable housing for generations to come.
“This is an important step in our long-term vision to transform Havering by building new family homes, regenerate our town centres, upgrade our infrastructure, and put Havering residents first.”
The Council says the new homes will help reduce its reliance on expensive temporary accommodation while providing local families with access to modern housing.
The latest agreement represents another step in the long-term transformation of Waterloo & Queen Street, with detailed design work now able to progress.
For Romford residents, the development is expected to bring more than 100 new affordable homes to the area, with the blocks currently scheduled for completion in 2028.
The Council says the wider regeneration programme is intended to deliver new homes, improve neighbourhoods and support its longer-term plans for Havering.
