Labour Councillor Jane Keane Fights For Tenants At Risk As Council Drags Its Heels.

Today, St Alban’s Ward Councillor Jane Keane writes in the Havering Daily about concerns raised by a resident regarding a fire door fitted at Tolbut Court.
Councillor Keane says she was contacted in November 2025 by a female resident who raised concerns about a replacement lobby door installed by the Council. According to the councillor, the resident reported feeling unsafe after a neighbour’s doorbell camera captured footage of a man allegedly lingering behind the lobby door and attempting to access her front door.
Councillor Keane said the resident told her she felt frightened returning home, as the opaque glass in the lobby door meant she could not see clearly into the shared space. The councillor said the resident had previously requested a replacement door but felt her concerns had not been addressed.
Following this, Jane made enquiries on behalf of the resident and raised the issue with the Council. She stated that while the Council maintained the door met current fire safety standards, she believed the design raised safety concerns from a visibility and security perspective. She added that a Safer Neighbourhood Team officer who visited the resident also raised concerns, according to her account.
Jane then contacted the Council on 17 November 2025 to request a solution that balanced fire safety with visibility. She said that after initially disputing the issue, the Council later agreed to replace the door after she provided photographic evidence to support the concern.
However, she claims that the replacement did not take place as expected. She said she was later informed that similar issues had been identified with other doors, and that replacements would be ordered in bulk. Councillor Keane states she has since been advised that new doors have now been ordered and are expected to be installed in May.
Councillor Keane also highlighted a number of other issues she says she has worked on within the Tolbut Court area and surrounding estates. These include raising concerns about estate maintenance, security, and infrastructure, as well as supporting individual residents with housing and repair matters.
She said she will continue to raise concerns on behalf of residents and hold the Council to account over housing and safety issues. She also commented on the importance of ensuring residents feel safe in their homes and communities.Councillor Keane continues to fight hard for residents across her ward.
