‘Alcatraz Fence’ Row Ends: Neighbours Relieved as Enforcement Action Upheld Over Unauthorised Works.

Collier Row residents are relieved and pleased after a long running planning dispute over a property in Carter Drive concluded with enforcement notices being upheld. Neighbours had previously alleged that building works continued despite council stop notices and that large perimeter fencing, which some described as resembling “Alcatraz”, significantly altered the character of the street.

The planning dispute reached a significant conclusion after an Inspector dismissed an appeal and upheld enforcement notices relating to unauthorised works.

A spokesperson for Havering Council told the Havering Daily:

“We welcome the Inspector’s decision to dismiss the appeal and uphold the enforcement notices, relating to unauthorised works at 23 Carter Drive.

“This outcome provides certainty for local residents, who have been understandably concerned about the impact of the works on the character of the neighbourhood.

“We will continue to monitor the site to ensure the steps set out in the enforcement notice are completed.”

Local residents had previously raised concerns about the scale and nature of the building works. One resident, who did not wish to be named, told the Havering Daily that the property was purchased around four years ago and that neighbours believed there had been proposals to convert it into a House in Multiple Occupation, which were not approved.

The resident also alleged that extensive building works and extensions were carried out despite objections and enforcement action by the council. According to the resident, neighbours submitted a petition raising concerns about the scale of fencing erected around the property and the overall impact on surrounding homes.

The owner exercised their right to appeal against the enforcement notices, a process that has now concluded with the Inspector dismissing the appeal and upholding the council’s position.

Residents told the Havering Daily they are pleased with the outcome and hope it will bring clarity and resolution to the long running dispute.

The case highlights the role of the planning system and enforcement process in resolving disagreements over development and ensuring that works comply with local planning regulations.
