Owners of The Pompadours Pub in Harold Hill Told To Clean Up Or Be Prosecuted.

Havering Council has served a Section 215 Notice on the owners and occupiers of The Pompadours pub, on Edenhall Road, Harold Hill, requiring urgent action to improve the poor condition of the property, which has been negatively affecting the look and feel of the local area.

The Notice, effective from 27 February 2026, gives those responsible 28 days, until 27 March 2026, to carry out essential works to bring the site up to an acceptable standard.

A recent inspection by the Council’s Planning Enforcement team found a range of issues at the site, including broken windows, overgrown vegetation, accumulated refuse such as an abandoned mattress and wooden cupboard, and damaged or missing fencing that left the area unsecured.

To comply with the Notice, the owners must:

• Repair or replace all broken windows
• Remove all refuse, including the mattress, rubbish and wooden cupboard
• Clear all overgrown vegetation
• Replace broken or missing fencing to secure the site

Failure to comply with a Section 215 Notice is a criminal offence and could result in further enforcement, including the Council carrying out works in default and recovering costs.

Councillor Graham Williamson, Cabinet Lead for Development and Regeneration, said:
“Section 215 Notices are an important tool for ensuring neglected land and buildings do not harm the appearance or character of our neighbourhoods. Residents deserve clean, safe, and well-maintained surroundings, and we will take enforcement action where owners fail to meet their responsibilities.”

The Notice has been served on all relevant parties connected to the site, including Hilldene Estate Ltd, the owner and occupier of the property, and associated directors.
