Havering Business Fined For Failing To Provide Waste Documents


A business has been fined £1,817.50 after failing to provide legally required waste documentation to Havering Council.

Vino Stores Ltd, in Station Road, Gidea Park, Romford, was prosecuted after failing to comply with a legal notice to produce waste transfer notes, which show how waste is stored, transported and disposed of. 

In April 2025, Havering’s Enforcement Officers served notice on the business requiring that it produced waste transfer documentation held for the past two years. 

Vino Stores Ltd failed to provide any documentation to the Council and decided against paying a Fixed Penalty Notice of £300. 

Last month (September), Barkingside Magistrates Court ordered Vino Stores Ltd, to pay a £300 fine, £1,397.50 in costs and a £120 victim surcharge, bringing the total to £1,817.50. 

Vino Stores Ltd did not attend and the matter was proven in their absence. 

Under Section 34 of the Environmental Protection Act 1990, all businesses have a legal duty of care to ensure their waste is managed, stored, and disposed of safely and responsibly and does not end up being dumped illegally. 

This includes keeping a clear paper trail, documents known as Waste Transfer Notes, for a minimum of two years.

Councillor Terry Brown, Havering’s Cabinet Member for Planning and Public Protection, said: 

“All businesses have a legal responsibility to manage their waste properly, including keeping clear records of how it is stored and disposed of. 

“Failing to do so is not only illegal but also undermines our efforts to tackle illegal fly tipping of waste, including commercial waste, the dumping of which is detrimental and costly to both residents and the environment.

“We will continue to take strong action against those who do not meet their responsibilities.”
