New Havering Parking Restrictions Approved Despite Residents’ Objections
Restrictions at seven locations will proceed after the council concluded that road safety and access outweighed the loss of parking.
New waiting and stopping restrictions have been approved across Havering despite objections concerning parking pressure, accessibility and the effect on residents and carers.
The measures cover Venette Close, South Drive, Regarth Avenue, Moor Lane, Dudley Road, Athelstan Close and Calbourne Avenue.
They include new “no waiting at any time” restrictions at junctions and other locations, as well as a school keep-clear marking on South Drive operating from 8am until 5pm, Monday to Friday.
Eight proposed schemes originally received objections, although the signed decision lists seven locations proceeding at an estimated total cost of £2,900.
One objection concerning Venette Close said the restrictions could make it more difficult for relatives providing care to park near an elderly resident. Another resident alleged that they had submitted 31 reports about local parking problems without receiving a council response.
Concerns elsewhere included the loss of on-street parking, access for people with disabilities and the possibility that vehicles would be displaced into nearby roads.
Council officers concluded that maintaining access, visibility, traffic flow and road safety should take precedence over general parking availability. At Calbourne Avenue, an informal footway bay is expected to be extended to accommodate one additional vehicle.
The decision was made by Director of Environment Imran Kazalbash under delegated authority. The restrictions were approved as a non-key executive decision and are not subject to call-in.
