Havering Planning: New Nursery, Nail Bar, Self-Storage Units And Changes To Queen’s Hospital M&S Plan Revealed
Several new planning proposals have been submitted across Havering, including plans for a new day nursery at a former ambulance station, a retrospective application for a nail and beauty salon, self-storage units at Gallows Corner and changes to the planned Marks & Spencer store at Queen’s Hospital.
Havering Council received 22 planning applications between 8 and 14 September 2026, covering proposals across 13 wards.
However, among the latest applications are a number of proposals which could have a more noticeable impact on local communities and existing commercial sites.
The applications are currently awaiting consideration and their inclusion on the planning register does not mean that planning permission has been granted.
Residents can view the plans and supporting documents through the individual Havering Council planning application pages.
Former ambulance station could become day nursery
One of the more significant applications has been submitted for the former ambulance station on Suttons Lane, Hornchurch.
Application P1067.26 proposes the demolition of the existing building and the construction of a day nursery, together with refuse storage, cycle storage, parking and associated works.
The proposal would see a former public-service site given a new use, with issues such as childcare provision, traffic, parking, access and the impact of the development on the surrounding area likely to be relevant to the planning process.
Nail and beauty salon application in Romford
A separate application concerns a domestic garage at 40 Meynell Road, Romford.
Application P1060.26 is a retrospective application for a change of use of the garage to a nail and beauty salon.
As this is a retrospective application, the council is being asked to consider the use of the premises after the change has already taken place.
Residents can raise comments with the council during the consultation period, with relevant planning considerations including matters such as the impact of the use on the surrounding area.
New self-storage units proposed at Gallows Corner
Another application could bring a new commercial use to a prominent site at Gallows Corner.
Application P1059.26 relates to land adjoining 12 Southend Arterial Road, at Gallows Corner, and proposes the development of single-storey external self-storage units within Use Class B8.
The location is close to the A12 and A127 and is one of the key road junctions in the borough.
The application will therefore be of interest to residents and businesses in the surrounding area, particularly in relation to the proposed use of the site, access, traffic and the appearance of the development.
Changes proposed to planned M&S store at Queen’s Hospital
There are also changes proposed to the recently approved Marks & Spencer development at Queen’s Hospital, Rom Valley Way.
Application P1044.26 seeks a variation of the approved plans for the proposed M&S store.
The proposal includes reducing two retail pods to one, amendments to the rear elevation of the M&S unit and changes to its approved opening hours.
The changes mean that residents following the development at the hospital will now have another opportunity to examine amendments to the previously approved scheme.
A second application, A0033.26, concerns signage at the Queen’s Hospital car park outside the multi-storey car park.
It proposes five internally illuminated fascia signs and nine printed vinyl graphics on façades and windows.
What happens next?
All of these applications remain subject to the planning process.
The fact that an application has appeared on the council’s weekly list does not mean that it has been approved.
Residents who wish to comment should focus on material planning considerations and submit their views directly to Havering Council within the relevant consultation period.
The latest applications come as Havering continues to see a wide range of development proposals, from changes to existing commercial premises to new business, childcare and retail uses.
