COUNCIL NEWS: Plans for Borough-wide PSPO to tackle anti-social behaviour.
Havering Council has launched a consultation seeking views on plans to introduce a Borough-wide Public Space Protection Order (PSPO) across Havering.
A PSPO would give the Council and Police additional powers to place restrictions on specific antisocial behaviours where they are having a negative impact on local communities.
The proposed order is intended to support making public spaces across the Borough safer, cleaner and more welcoming for residents, businesses and visitors.
If introduced, it will replace the existing PSPO which was put in place in October 2023 and runs out in October 2026.
It currently only covers Romford Town Centre with restrictions on alcohol-led antisocial behaviour.
A new PSPO would cover all of the Borough and also include restrictions around:
Alcohol Consumption in Public Spaces
Dog Fouling and Irresponsible Dog Ownership
Aggressive or Persistent Begging
Anti-Social Use of Bicycles, Mopeds, E-Scooters or E-Bikes
Groups Causing Nuisance or Criminal Behaviour
Face Coverings Used to Hide Identity for Anti-Social Behaviour
Urinating or Defecating in Public Places
Amplified Street Entertainment, Busking and Public Speaking
Feeding Wildlife in Public Spaces
Those breaking the rules of a PSPO can face a Fixed Penalty Notice (FPN) of £100 on the spot or face a fine of up to £1,000 if taken to Court.
The consultation asks residents, businesses and others to give their views on the following:
If they have experienced any of the behaviours included in this consultation.
If they think the proposed restrictions would help reduce anti-social behaviour.
If they think the proposed restrictions would improve people's experience of public spaces.
If the restrictions should apply across the whole Borough or only in specific areas.
Whether they support or oppose the introduction of a Borough-wide PSPO.
Councillor Terry Brown, Havering’s Cabinet Member for Public Protection, said:
"Our current PSPO to deal with alcohol related problems in Romford town centre is due to expire in October.
“By introducing a Borough-wide PSPO, it enables our officers and that of the Police, to have the extra powers to continue cracking down on unacceptable behaviour in all our public spaces in Havering.
"We need the views of residents, businesses and all those who visit Havering, so we can look at the best way possible to make sure everyone can enjoy our Borough as a safe place.
“While the vast majority of people use our town centres and public spaces responsibly, sadly, a number of individuals don’t and cause nuisance and distress to others. We will not tolerate this.
“Anyone found carrying out antisocial behaviour will face strong action in Havering.”
The public consultation is open until 23 October 2026.
