Havering Pledges to Cut Youth Crime and Give Young People a Better Future.
Havering Council has unveiled its new Youth Justice Plan for 2026-2027, setting out how it plans to reduce youth crime, cut reoffending and give young people a better chance of leading successful lives.
The plan, which was approved at last week’s Full Council meeting, outlines how the Council, Metropolitan Police and partner organisations will work together to support vulnerable children and keep young people away from crime.
Councillor Kevin Gill, Cabinet Member for Children and Young People, said the success of the service should not be measured by how much work is carried out, but by the difference it makes to the lives of children and their families.
“We have an action plan focused on addressing the individual needs and vulnerabilities of young people, while continuing to improve the support available to them,” he said.
“By having Full Council approve the plan, it demonstrates our commitment to ensuring the Youth Justice Service continues to work effectively with our partners. Regular monitoring will show us what is working, which children are benefiting the most, and where further improvements need to be made.”
The Council hopes the strategy will lead to fewer young people committing crimes for the first time, lower reoffending rates and more children staying in education, training or employment.
Importantly, the Youth Justice Service will be regularly reviewed. If parts of the programme are not delivering results, resources will be redirected to ensure public money is being spent where it has the greatest impact on young people, their families and the wider community.
The Council says the overall aim is simple: to intervene early, support vulnerable young people and help them build safer, healthier and more positive futures.
