TfL Say “Sorry” Over Gallows Corner Delays And Consider Partial Reopening.
Transport for London have apologised to Havering residents, saying they are “very sorry for the further disruption” and have told the Havering Daily they are now exploring a possible partial reopening of Gallows Corner.
Despite earlier expectations that the junction would be fully open, TfL have confirmed that while their works are now complete, fresh issues with the water main have delayed the project once again.
In a statement to the Havering Daily TfL said the remaining problems sit with Essex and Suffolk Water, who identified further work was needed during testing to ensure the system is fully operational.
Scott Haxton, TfL’s Director of Capital Delivery, said:
“All significant TfL works at Gallows Corner have now been completed and Essex and Suffolk Water has also made progress with its complex and challenging work. During testing ESW identified further work needed to ensure the water main is fully assured.
“We are working together with ESW to ensure this vital work can be done at pace and we are exploring whether a partial reopening may be possible in the meantime.”
TfL acknowledged the ongoing impact on the community, adding:
“We are very sorry for the further disruption this will cause to local residents and businesses, and we remain committed with ESW to confirm an opening date as soon as possible.”
The update confirms that although the main construction work at the junction is finished, the reopening is now dependent on resolving the unexpected water main issues.
For residents across Havering, the apology and the suggestion of a partial reopening are unlikely to ease frustration. Many say they are no longer surprised by delays after months of missed deadlines and disruption.
With no confirmed reopening date, and only the possibility of limited access being considered, uncertainty continues to surround one of the borough’s most important junctions.

It’s not really down to TfL to apologise though, is it, if the issue is with Essex & Suffolk Water.
Why aren’t they on here saying sorry ?
More pertinently, are ESW going to be billed or fined for the delay ?
it’s been excuses after excuses since last year . apologies aren’t acceptable as the lack sincerity, compensation to be paid to everyone in the area along with the businesses , both TFL.and ESW have clearly demonstrated how bad they really are, poor scoping.poor front end , poor epcm., poor cost control ,poor management, heads must roll
Why cant they open the through route from Harold Hill to romford road & back, It would ease so much congestion as Collier Row route would benifit less overall traffic as well as Harold Wood ?.
