House of Multiple Occupation, or HMO as they are commonly known, is a term that divides opinion. For some, it represents the only affordable way to keep a roof over their head. Havering Conservatives will work with Havering Residents Association Councillors to put forward a Havering wide Article 4 Direction. An Article 4 Direction is used by local authorities to restrict permitted development rights.
