NewPlanning Approved: Romford’s Biggest Housing Project Moves Forward As Block 9 and 10 Get The Green Light.

The regeneration of the Waterloo and Queen Street site in Romford has taken a big step forward, with planning approval granted on 26 February 2026 for Blocks 9 and 10.

Havering Council and Wates Residential have received the green light for the first phase of the wider masterplan, including updated planning conditions and detailed designs. Public consultations helped shape the final proposals and secure community support.

The development is part of a 12-estate joint venture between the council and Wates Residential. In this first phase, the two blocks will deliver more than 107 high-quality, affordable homes, a new community space for residents, and landscaped public areas to improve the wider neighbourhood.

Community feedback was central to the scheme, with residents influencing decisions on building height, balconies, landscaping, and overall design.

Paul Nicholls, Regional Managing Director for London at Wates Residential, said the approval was a proud moment. He added that working closely with the local community helped shape proposals that reflect what matters most to residents.

Councillor Ray Morgon, Leader of Havering Council, said the decision is an important step for the regeneration. He highlighted the focus on high-quality homes and community spaces and praised the collaborative approach with local residents.

With planning approval in place, work on Blocks 9 and 10 will now move forward, with completion targeted for late 2028.
