Plans have now been submitted for a traveller site in Noak Hill, following enforcement action taken by Havering Council.

Perfect Pitch Planning Ltd, acting for Mr P. Doran, has lodged a retrospective planning application for a change of use at a plot of land north east of Church Road. The proposal seeks permission for “traveller occupation” and outlines six static homes, six touring caravans and six day rooms or “amenity buildings”, set out in two rows alongside 12 parking spaces and associated landscaping.

Although described as “part retrospective”, the paperwork does not clearly confirm how much of the development had already begun. However, it does note that initial work started on 28 November, several days before enforcement intervention.

The situation escalated rapidly after residents reported the arrival of heavy machinery and multiple large lorries over the weekend. It was The Havering Daily who was contacted over that weekend by local residents who were eyewitnesses to the lorries and hardcore being delivered to the site, leaving local roads congested and neighbours alarmed.

Havering Council’s planning enforcement team carried out an investigation, which led to a stop notice and two enforcement notices being issued. The council alleges that caravans and mobile homes were placed on protected green belt land without permission, causing harm to the character of the area.

Recipients have until 16 January to appeal. If no appeal is lodged, all caravans, fencing and materials must be removed and the land returned to its previous state by 16 March.

Council Leader Cllr Ray Morgon previously expressed his frustration at the unauthorised works, stating the authority was “disappointed and shocked” to see development being carried out on private land without consent. He confirmed swift enforcement action had taken place, adding that officers were exploring further legal options.

A decision on the retrospective application is expected by 4 February.
