Repeat Shoplifter Jailed and Hit With Five-Year High Street Ban.
Another prolific shoplifter targeting Havering and Barking & Dagenham has been jailed, following determined work by local neighbourhood officers. Police have also secured a five-year Criminal Behaviour Order (CBO) to protect high streets and retail staff across multiple areas, sending a clear warning that repeat retail crime will not be tolerated.
On 17 December 2025, Bradley Barber, 37, of Princes Road, Romford, appeared at Basildon Magistrates’ Court, where he was found guilty of five shoplifting offences committed in Elm Park, Havering, between 11 and 17 September 2025. He was also convicted of a shoplifting offence at Boots in Upminster on 27 October 2025, and a further offence at the BP garage on Rayleigh Road, Brentwood.
The combined value of the stolen goods was estimated to be over £1,000. Barber was sentenced to 22 weeks in prison and ordered to pay more than £1,000 in compensation.
Due to his persistent and widespread offending across Havering and Dagenham, officers from Elm Park Safer Neighbourhoods Teams, working alongside the Havering CBO Panel, successfully applied for a Criminal Behaviour Order upon conviction. The court granted the CBO for a period of five years.
The CBO excludes Barber from entering the following locations, with any breach being an arrestable offence:
- Elm Park High Street, including the Broadway, St Nicholas Avenue and Elm Park Avenue
- Upminster High Street, including St Mary’s Lane, Corbets Tey Road and Station Road
- Hornchurch High Street, including Billet Lane, North Street, Appleton Way and Station Lane
- Merrilands Retail Park, Dagenham
- Dagenham Heathway, including Millard Terrace and the shopping centre

“Today’s sentencing, and the issuing of the Criminal Behaviour Order (CBO), sends a clear message that retail crime is taken seriously by the police and the courts. Retail staff have the right to feel safe at work, and our highstreets should be a safe and welcoming place for our residents.
Barber’s repeated offending has had a real impact on local shops, staff and residents, causing fear and disruption to everyday life. This outcome was made possible through the dedicated efforts of the local neighbourhood officers who attended court, along with our ongoing work with Havering Council as part of the Havering CBO panel.
Shoplifting is not a ‘victimless’ crime, and we are committed to holding offenders to account for their actions and making our high streets a safe place to work and visit.”
