Final Consultation Held For Blocks At Waterloo & Queen Street Site.

Havering Council and Wates Residential held the final public consultation on proposals for Blocks 9 and 10 at the Waterloo and Queen Street site in Romford, on Tuesday 29 July.

The Waterloo & Queen Street site is part of the Council and Wates Residential Joint Venture partnership. Over 12 years, £1 billion regeneration project aims to revitalise 12 council estates across the borough, having already delivered 197 homes in New Green, Rainham and 175 homes for over 55’s in Park Rise, South Hornchurch.

These proposals for Waterloo and Queen Street aim to deliver just over 100 affordable homes in two blocks, alongside a new Church Hall for the local community, and landscaped public spaces.

The consultation was attended by approximately 40 residents. Feedback on the proposals was positive, with attendees expressing appreciation for the way that the Joint Venture has listened to the community’s input.

It was noted that the Joint Venture has worked to successfully address concerns raised around building height, balconies, and landscaping. The design and proposed colour palette of the project were also well received.

Councillor Ray Morgon, Leader of Havering Council, said:

“The positive feedback from the community reflects the strength of our partnership with Wates and our shared dedication to listening to residents and building spaces that truly meet local needs.

“The first two blocks at Waterloo and Queen Street will provide much-needed housing for local people – a legacy we can all be proud of.”

This public consultation marked the final stage of resident engagement prior to the submission of the Reserved Matters application, which is scheduled for submission in September 2025. 

It also follows planning consent for 18 temporary modular homes for homeless families in temporary accommodation.

The joint venture aim to deliver all remaining phases ahead of the final phase, where the temporary modular homes will be located, in or around 2031/2.
