Letter states:‘We have decided to cancel the penalty charge notice on this occasion’-it was their error! Where is the apology?’

A Hornchurch resident has hit out at Havering Council for their lack of apology after wrongly issuing an entire car park with parking fines despite people having paid.

Zoe was parked in the Billet Lane car park on 16 April to watch a performance at the Queen’s Theatre. Like all the other visitors, she had paid to park. Yet when the performance was over and locals returned to their vehicles, they all discovered that they had been issued with Penalty Charge Notices.

Residents were informed by The Havering Daily that the council had technical issues and was asking those parked at the Billet Lane car park to appeal.

Zoe told the Havering Daily: “I did appeal, but I know that many of the elderly who were parked there that night were so worried about having a parking fine that they were going to pay it. That’s all wrong! That’s not the way to make money.

I received a letter informing me that my penalty charge notice was cancelled. The letter states: ‘We have decided to cancel the Penalty Charge Notice on this occasion. It was their error! Where is their apology?They are quick to take your money, but not quick to apologise. It feels like they are are doing me the favour, when it was their mistake.”
