Councillor steps up to support resident receiving enforcement notices despite being a victim of fraud-‘This whole affair is causing much distress to my resident and his family.’

I have contacted Traffic and Parking Control plus the Cabinet Member of Environment – but, seven months later, he is still receiving enforcement notices via Havering Council, including Charge Certificates, a Court Order and a Notice of Enforcement threatening to seize his belongings.’

A Romford resident has received numerous parking tickets addressed to his home but with a totally different and unknown name. The issue has been going on since July last year and the resident has desperately tried to let the Traffic and Parking section know that he is not the person they are sending letters to and there is no such person at that address.

St Albans Ward Councillor Judith Holt stepped in last year to help her constituent. The Conservative Councillor is calling on Traffic and Parking Control at Havering Council to stop sending enforcement notices to a resident who has been the victim of fraud.

“My Carlisle Road, Romford, resident first came to see me in July 2023 after receiving a number of parking tickets to his home address but in a different name and vehicle,” explained Councillor Holt. “Clearly, someone was using his address fraudulently, so he contacted the DVLA and Havering Council. The DVLA responded promptly, amended their records and told him to send any further fines or letters for an offence about the vehicle to the issuing authority. This my resident has done – plus, as Ward Councillor, I have contacted Traffic and Parking Control plus the Cabinet Member of Environment – but, seven months later, he is still receiving enforcement notices via Havering Council, including Charge Certificates, a Court Order and a Notice of Enforcement threatening to seize his belongings.”

The resident also expressed frustration to Councillor Holt at his inability to speak to anyone on the telephone and the seeming lack of communication within the relevant departments at Havering Council.

“This whole affair is causing much distress to my resident and his family. I ask whoever is responsible in Traffic and Parking to please take immediate action to stop these letters being sent to an innocent person.”

The letters addressed to Abdal Hameed Majeed Mahmo, who is using the Romford resident’s address.
