In the wake of drastic cuts to financial support from the government, Havering Council finds itself at a crossroads. Cllr. Graham Williamson sheds light on the complexities of managing the Council’s responsibilities amidst a difficult funding position

The Council talks about how poor we are because the Government has drastically cut its financial support for all manner of things that the Council is responsible for.

Some residents might believe, in ignorance, that it has been locally mismanaged over the years by various different Administrations. However, when explained to them about the Service demands upon Council, how it delivers it on behalf of residents and the difficult funding position, they realise that we are actually well managed but badly financed. We are trying our very best to provide all our services, many of which are statutory i.e. required to be delivered by law.

Explain the challenges

I and others were out recently knocking on doors explaining the challenges we face and discussing the possible solutions. Apart from the Government offering more funds to cover the growing shortfall in our budgets (which they are refusing to do so beyond a possible loan), there is Inward Investment (Inclusive Growth).

Private Investment

Attracting Inward investment from private sources will provide more and better paid jobs, increased business income we can put to improving Council Services services, and attract more businesses to Havering for residents to work locally.

Cllr Williamson discussed how the Council can continue to support the voluntary sector with local resident Nikita who supports the Citizen Advice Bureau.  

We met some interesting and thoughtful residents for discussion. Most welcomed honest answers to our financial plight and wanted to understand solutions. I urge all Councillors to discuss these issues with their residents honestly and transparently. Havering deserves better from the Government.
