New Superintendents Join East Area Police To Lead On Local Policing.
Three Superintendents have joined east area police to lead local policing. The aim has been to strengthen local policing by adding three senior officers to directly work on the local policing side.
Superintendent Simon Hutchinson will lead Havering local policing.
Superintendent Simon Hutchinson has 24 years policing experience and joins East Area from Counter Terrorism Policing (CTP). Whilst on Counter Terrorism Policing Simon managed a number of functions including Risk and Health & Safety, Organisational Learning, CT Exercise Planning, Contingency Management, Business Continuity and CT Custody and also has delivered a £1.5m Maritime, Marauding Terrorist Attack (MTA) project.
Simon has a varied policing background having carried out roles at every rank on a BCU/Borough. He started in 1995 as a PC at Havering and spent 6 years working on Borough, mostly at the old Harold Hill Station in Gooshays Drive, before being promoted to Sergeant at Redbridge.
Throughout his career, Simon has worked on Emergency Response Teams, Safer Neighbourhood Teams and Professional Standards Unit, plus other areas across the Metropolitan Police such as specialist firearms command, traffic, Met Intelligence, transformation and a brief time on the Marine Policing Unit.
Simon said “Its a privilege to return to Havering Borough, where I started out my career as a PC. Our neighbourhood officers are working extremely hard to build trust and confidence within their Havering wards. We will work with our local community and key partners, using our policing powers to proactively identify, investigate and solve local crimes, anti-social behaviour and local problems.
Communities need to feel involved in determining their policing needs and it is my priority to have the strongest ever neighbourhood policing in Havering.”
Superintendent David Rhodes will lead Barking and Dagenham local policing.
Superintendent David Rhodes has 22 years policing experience having joined the Metropolitan Police Service in 2001.
David joins from the Taskforce where he was responsible for Marine Policing, Mounted Police, Dogs and the TSG. He led on the Professional Standards Unit, HR and finance related matters. During his time on the Taskforce he has overseen Pan London deployments of resources to support front line policing in key challenges such as tackling serious youth violence and violence against women and girls.
Prior to joining Taskforce in 2015 David spent his career in front line policing working in Hammersmith and Fulham, Lambeth and Bexley where he was posted on Emergency Response, Custody and Safer Neighbourhoods. David’s interest in Neighbourhood Policing goes back to 2004 where he was part of one of the first SNT teams introduced in the MPS at White City and then later as the lead for one of the busiest wards in the country working Stockwell in Lambeth.
David is an accredited public order Commander and has worked on a number of large operations such as the Queen’s funeral.

Superintendent Lisa Butterfield will lead Redbridge local policing.
Many of you may be familiar with Superintendent Lisa Butterfield, who has been working for the East Area Command Unit since 2018. As a part of the Metropolitan Police’s commitment to building more effective and stronger Neighbourhood teams, a Superintendent has been designated to each borough, and Lisa has been assigned the role of Superintendent for the borough of Redbridge. Lisa has nearly 25 years policing experience having started her career in the Metropolitan Police in 1998.
Lisa joined the East Area Borough Command Unit in 2018 when she was promoted as a Chief Inspector. During the initial two years, Lisa was involved in Neighbourhood Policing and later, she was the lead for Emergency Response Policing where she led 15 response teams across Redbridge, Barking & Dagenham and Havering. For the past 18 months, Lisa has been the head of Neighbourhood Policing across all three boroughs.
With her extensive experience and expertise, Lisa’s primary focus will be on tackling violence against women and girls, as well as violent crime, in particular, knife crime.
