This would mean that drivers would pay more if they travel further and less if they travel shorter distances. The idea behind this is to reduce traffic congestion and encourage people to use public transport, walk, or cycle instead of driving.

While the ULEZ only affects drivers of older, more polluting vehicles in certain areas of London, the pay-per-mile scheme would affect all drivers in the city. This means that residents of Havering and other boroughs who are not currently affected by the ULEZ or the ULEZ expansion could be impacted by the pay-per-mile scheme.

He has said that the ULEZ is a necessary measure to reduce pollution and improve air quality in the city, and that it is not a Trojan horse for anything else.

Despite this, some residents are concerned about the potential impact of a pay-per-mile scheme. They fear that it would be an additional financial burden on drivers, particularly those who have no choice but to drive, such as those who live in areas with poor public transport links or those who work in jobs that require them to travel long distances.

If the pay-per-mile scheme were to be introduced, it would be important for residents of Havering and other boroughs to engage with the issue and take action. This could include writing to their local MP or the Mayor of London to express their concerns, attending public meetings and consultations, and joining campaigns and protests against the scheme.
