Today, Havering Residents Association, Deputy Leader of Havering, Gillian Ford writes in the Havering Daily.

The H.R.A continues to challenge the introduction of ULEZ for the impact it will have on the residents, businesses and workforce.

The legal advice Havering has received suggests there is at best a low chance of a Judicial Review being successful.

Four London Conservative Boroughs who have more money than Havering have suggested they will take the case to Judicial Review, although there is no evidence this has started as yet. If they win, we all win, if they lose they will have to pay the Mayor’s costs.

Other outer London authorities have shared with us that they have received the same legal advice as us. There is the suggestion that outer London boroughs have a greater chance of winning a JR than London Boroughs due to the lack of consultation and access to the scrappage scheme. Surrey Council is pursuing this.

The H.R.A continue to challenge the implementation of ULEZ and have sent a letter through to the Prime Minster as it has been made clear that the only way the scheme will fall is through government intervention. It is unclear however if the government will interject as it was the former Conservative Mayor Boris Johnson that introduced the model of the London Emission Zone.

It is also the case that Havering Conservatives signed the Section 8 on the 21st June, 2021, allowing the expansion of the North and South Circular cameras and signs to be installed in Havering.

Despite the uncertainty, we continue to challenge at every opportunity as we know full well our residents will suffer the consequences of a scheme that has not recognised the inequitable challenges this places on Havering.

    Anti-ULEZ warrior Gillian Ford seems to forget that she’s the cabinet member for *Health* in addition to *Adult Services*.
    The principal sufferers from PM2.5 are the elderly and yet she continues to ignore this critical issue. So when she says, *residents will suffer the consequences of a scheme* what she doesn’t continue to say is that some people will hugely benefit from ULEZ.
    This incredibly blinkered attitude demonstrates a mentality that is so tunnel visioned as to prevent her from undertaking her duties as cabinet member for Havering’s Health.

    Notification of a self promoting HRA petition against ULEZ just before a big Demo organised by unhappy and angry residents on 22.03. People see through see this. They may have been fooled into voting HRA but HRA true colours are shining through. Not only do I not trust you anymore but I feel completely let down by your budget and your Agenda. You’re all the same: self serving! That goes for all parties attending that meeting on 22.03
