Havering Residents Association launch a petitions for immediate ‘Government Action Against ULEZ’.
The Havering Residents Association (HRA) has launched an online petition to call for immediate government action against the proposed Ultra Low Emission Zone (ULEZ) expansion in London. The Mayor of London’s ULEZ plan aims to reduce air pollution in the city by introducing a daily charge for non-compliant vehicles.
However, the HRA argues that the proposed expansion would unfairly impact drivers who live outside Greater London, as well as those who travel within the proposed expansion zone. According to the petition, anyone who currently owns a non-ULEZ compliant vehicle would be required to pay a daily charge of £12.50, which would affect workers, families, elderly, sick, and disabled individuals.
The HRA claims that many people would be unable to replace their non-compliant vehicle due to the high demand for compliant vehicles and the significant cost involved in purchasing a compliant vehicle. This could potentially impact the workforce that currently serves outer-London boroughs, as many workers would be forced to seek alternative employment outside of the ULEZ zone.
Furthermore, the scrappage scheme, which provides financial incentives for drivers to replace their non-compliant vehicles, is deemed insufficient by the HRA, with a very restrictive criteria for eligibility and limited only to those within the zone.
The HRA petition calls for the government to veto the GLA’s extension of ULEZ to outer-London by enacting Section 143 of the GLA Act (1999). The petition argues that the Mayor’s transport strategy/policy is detrimental to any area that is outside Greater London, and that immediate government action is required to prevent this unfair tax on all affected individuals.
The ULEZ expansion has sparked controversy and has been met with resistance from various groups. However, the government has emphasized the need to reduce air pollution and improve air quality, particularly in London, where air pollution is responsible for thousands of premature deaths each year.
It remains to be seen how the government will respond to the HRA petition and the growing opposition to the ULEZ expansion. In the meantime, concerned individuals are encouraged to contact their MPs and make their voices heard.

HRA’s petition is odd. Basically the claim is that Essex councillors don’t promote the interests of their constituents. Is there any evidence for this? Conservative Surrey council is spending 100s of thousands of pounds to take legal action against ULEZ. If Essex council wanted to they could join in. They haven’t because it’s a waste of money and ULEZ is beneficial.
Secondly HRA claim the motor car trade is incapable of meeting the demands generated by ULEZ. This isn’t even worth an answer it’s so obviously nonsensical.
Even more woeful is the fact that HRA ignore the fact that ULEZ is entirely beneficial to thousands of people. Doesn’t the protection of their health matter at all to HRA?
