The ULEZ battle continues for outer London boroughs fighting its implementation in August this year. Many outer London boroughs have taken this battle head on and are challenging the decision to install the Ultra Low Emission Zone in their borough.
Havering’s Leader of the Council, Councillor Ray Morgon and Cabinet Member Councillor Barry Mugglestone have been working on this issue that will impact so many residents in Havering. Many are facing life changing decisions such as losing their job, not being able to bring disabled children to day centres, not being able to visit elderly family and some having to return on Universal Credit.
This implementation has caused a great deal of anger from local residents who cannot afford new vehicles and do not qualify for the scrappage scheme. As people argue amongst each other on whose fault it is that this is indeed being implemented, there are thousands who face nightmare scenarios not knowing what to do. There are emergency service workers who cannot afford new vehicles or pay £12.50 everyday to travel to work, so will have to get into debt to buy a ULEZ compliant car.
Havering Council have had many meetings with TfL and have not signed they Section 8 agreement that allows TfL to implement cameras.
Deputy Leader of the Council, Councillor Gillian Ford told the Havering Daily: “Havering have not signed the Section 8 agreement that confirms the borough would assist the implementation of ULEZ and its cameras.They set out two deadlines, both of which have passed and not signed.
“We have had face to face meetings with TfL and told them in no uncertain terms the lack of consideration they have given to Havering including our lack of infastructure, age profile and workforce.
“TfL are responsible for the control and maintenance of the A12, and we have been informed cameras are being installed.”

On the other hand there might be no evidence at all. Which on balance is more likely, isn’t it?
If every council sticks to their guns and says no to the planning permission needed by TFL then perhaps the message might get through to that arrogant, self serving , ignorant runt that this tax grab is not what the majority want or need. Havering is Essex NOT London.
