Have Your Say on Havering’s Largest Ever Investment Opportunity
Cllr Graham Williamson, Cabinet Member for Development and Regeneration, writes in the Havering Daily to outline what he describes as a defining moment for the borough, with a proposed £14.7 billion East Havering Data Centre Campus and Ecology Park offering the potential to become the largest investment in Havering’s history.
Havering continues to face sustained pressure on council finances as local demand for services grows. The Resident Associations have lobbied Government for the last few years and last year we managed to get half of what is required but it still isn’t enough and it is still unfair.
Attracting the largest investment in Havering’s history
In the absence of sufficient Government funds attracting responsible private investment is the only other way to source funding. We have worked hard to attract businesses and investors to Havering to provide new jobs, infrastructure and money spent in the borough.
We have investors willing to support the regeneration of our Town Centres and now we have attracted the largest potential investment in Havering’s history!

What’s being proposed?
A private developer, Digital Reef, is proposing an East Havering Data Centre Campus on land within Havering’s boundary near the M25/Warley substation area.
The proposal is being advanced via the Local Development Order (LDO) route led by the Local Planning Authority (LPA).
It is an investment opportunity worth £14.7 billion (as big as the investment on the 2012 Olympics) which, if approved, will help to provide data sovereignty for the UK, business rates for the borough and hundreds of direct and indirect jobs.
Over half of the site will be an Ecology Park and Visitor centre, open to the public to enjoy. If approved, the campus could attract further opportunities across the borough for research and development, innovative horticulture and other cutting edge technologies.
The proposed East Havering Data Centre Campus represents a once‑in‑a‑generation opportunity to secure major investment, new jobs and long‑term economic resilience for our borough.

We would all love to have had our FAIR say, but the Council FAILED to engage with residents for their input to formulate the LDO (contrary to PAS Guidance for Local Councils on LDOs) before you’ve published it, and only given us the statutory minimum period to read c.3000 pages of highly complex and confusing technical documentation.
