A community campaign group has formally challenged a major planning decision by the London Borough of Havering, raising serious concerns over process, transparency, and public safety.

Protect the Green Belt (North Ockendeo Alliance) has issued a pre-action letter signalling its intention to seek a judicial review, arguing that the consultation surrounding the proposed development may not have met required legal standards. The group has outlined a number of alleged shortcomings, including the adequacy of the consultation period and the level of information made available to residents.

A spokesperson for the group, told the Havering Daily: “Community action group Protect the Green Belt (North Ockendon Alliance), have yesterday served a letter before action on the London Borough of Havering. The community group propose to bring a judicial review to challenge the council’s holding of an inadequate consultation into the grant of a local development order to build ‘the largest data centre in Europe’ on green belt land. Various breaches of the council’s statutory obligations have been highlighted. These include insufficient time for proper consultation, breaches of Equality Act duties, and failing to notify and provide information. Significantly, the LDO proposes building this enormous data centre (with high electrical input and fuel tanks) on top of the high-pressure gas transmission pipeline, with the potential for enormous disaster.”

The letter officially being handed in yesterday at the Town Hall.
