Havering Council Responds to ‘Misinformation’ Amid Church Road Planning Dispute.

Havering Council has issued an update on ongoing planning enforcement action at a site in Church Road, Noak Hill, following unauthorised development.

Enforcement and Stop Notices were served on 4 December 2025 after the council identified activity at the site that breached planning rules.

Those responsible have since appealed to the Planning Inspectorate. Under the law, this means the notices are temporarily paused while the appeal is considered.

Despite this, the council says it will strongly defend its position, maintaining that the development taking place is unacceptable.

Officers are now preparing detailed evidence to submit to the Planning Inspectorate. These documents will also be made available to the public once submitted.

Council officers are continuing regular visits to the site to monitor activity, ensure compliance with the Stop Notice, and gather further evidence if needed.

Councillor Graham Williamson, Cabinet Member for Development and Regeneration, said:

“In recent days, a considerable amount of misinformation has been circulating on social media regarding the Council’s actions at the Church Road site.

“I want to make it absolutely clear that these allegations are entirely false.

“We understand the frustration of local residents and remain committed to taking all necessary and proportionate action to uphold planning rules and protect our borough.

“We will continue to monitor the situation closely and will update residents as the appeals process progresses.”
