Havering residents are now looking for answers after land was deemed contaminated at Launders Lane, with council scrutiny highlighting the urgent need for action.

Last night, the Places Overview and Scrutiny Sub-Committee held a critical meeting chaired by Councillor David Taylor, to examine the situation, inviting residents to speak directly to councillors. Among those contributing were Ruth Kettle-Frisby, Rosina Purnell (Friends of the Earth), and Shaun Newton. Their testimony underscored the long-term impact of toxic fumes on the local community.

Councillor David Taylor, Chairman of the Committee, said:
“The Committee marked an important step in the council’s work to remediate the land at Launders Lane and we welcome the decision to designate the land as contaminated. We gave residents a voice to ensure they were heard, and it highlighted the seriousness of the situation.”

Council officers outlined two preferred remediation options and confirmed they would work with the landowner to implement them — with enforcement action possible if cooperation is not forthcoming.

The Committee also made a series of recommendations to protect residents and monitor the long-term impact:

  • Develop a resident engagement strategy communicating expected timelines.
  • Explore data-sharing with the Fire Brigade Union to understand the health impact of pollutants.
  • Put in place an action plan for detecting long-term health impacts.
  • Implement borough-wide communication about health risks and detection advice.
  • Provide a progress update to the Committee in January.
  • Lobby the government to tighten clean air legislation.

Councillor Taylor added:
“Havering has acknowledged that there is significant risk of harm. The Committee will continue to closely monitor the council’s work to ensure residents are protected and that meaningful action is taken.”

With residents having endured years of exposure to noxious fumes, the meeting marks a crucial step in both scrutiny and accountability. Local campaigners stress that without swift action, the health and wellbeing of Rainham families remains at serious risk.
