A disabled grandfather from Noak Hill has finally won his case against Havering Council after a distressing ordeal that left him bruised and traumatised.

Peter, who suffers from leukemia and cares for his severely visually impaired daughter, was originally given a parking ticket outside a primary school on Straight Road in January 2025. It is believed the warden pushed Peter to the ground after an exchange of words, leaving Peter with horrendous bruising.

He appealed the fine at the first stage but was unsuccessful. Peter then appealed at the next stage and was successful in taking his appeal forward. On September 4, Peter faced a video link tribunal and won.

The tribunal judge agreed with Peter’s case and cancelled the ticket. Speaking after the hearing, Peter said he was “pleased with the end result” and wanted to thank the tribunal for taking the time to hear him.

This victory comes after what Peter described as a deeply traumatic incident. When he originally challenged the traffic warden issuing the ticket, he was allegedly pushed to the ground during the confrontation, leaving him badly bruised. He later underwent an emergency CT scan at Harold Wood clinic to check for further injury.

The incident shocked residents and sparked debate across Harold Hill, with many voicing anger over how a disabled man was treated while trying to support his family. Although police dropped the complaint citing lack of evidence, Peter’s successful appeal has brought him a sense of justice.

Peter and his family say the whole ordeal has left them shaken, but they are relieved the tribunal recognised their case. After months of stress, the outcome has given them closure at last.

In response a spokesperson for Havering Council told the Havering Daily: “We accept the decision of the adjudicator and confirm that the penalty has been cancelled.”
