Havering Councillors Push For Answers On Gallows Corner Flyover Delays.

The Leader of Havering Council and the Cabinet Member for Environment say they will continue to push Transport for London (TfL) and Essex and Suffolk Water (ESW) over the long-delayed completion date for the Gallows Corner flyover project.

Councillor Ray Morgon and Councillor Barry Mugglestone joined council officers and representatives from TfL, Costain (the contractor), and ESW on a second site visit to Gallows Corner last week.

Following the visit, Cllr Morgon said it was encouraging to see some progress on the south side of the junction, including witnessing a pillar being lifted into place. However, he raised concerns with all parties about delays to the project and, more importantly, the lack of a confirmed end date.

He explained that the bulk of the delay has been caused by complications with ESW’s parallel project to divert water mains. Issues encountered during tunnelling, which should have been identified in earlier ground condition assessments, are now leading to significant slippage in the flyover’s completion.

Cllr Morgon said: “We know the impact this is having on our borough. It is affecting residents, businesses, schools, emergency services, and public services. It is also delaying the delivery of the council’s wider highways programmes.”

He added that TfL cannot yet confirm a completion date for the flyover until a solution is found for ESW’s work, which depends on the outcome of further ground investigations.

The council has since written formally to ESW to log concerns and call for better communication with both the council and TfL.

“While we appreciate the complexities of this project,” Cllr Morgon said, “given the strategic importance of Gallows Corner to the borough’s transport network, we will continue to hold all parties to account for their role in delivering this project efficiently and transparently.”
