The Rubbish Problem No One Wants to Own

Residents across Beam Park Ward are being forced to live among mounting piles of rubbish—and no one seems willing to take responsibility. Havering Residents Association Team Members for Beam Park Ward, Carol and Rob Baker, are tirelessly advocating for a solution, urging those responsible to take immediate action. Despite the challenges, the sense of unity among the residents is becoming a powerful force for change, as they demand accountability and cleanliness in their environment.

Carol told the Havering Daily, “As part of our regular community litter picking, we’ve seen first-hand the worsening situation across local housing estates. In June, we reported a communal bin that had been flipped upside down within a Clarion-owned estate, leaving it completely unusable. When we returned yesterday, it was still in the same state—surrounded by dumped waste, fly-tipped pallets, and growing frustration from those living nearby.

Residents are doing the right thing: paying rent and service charges, reporting issues, and asking for a clean and safe environment. Yet many feel trapped in a cycle of neglect where their concerns are ignored or passed from one department to another.

The problem isn’t just internal. The lack of visible enforcement or monitoring allows outsiders to dump rubbish, knowing they won’t be challenged. That rubbish is then left for residents—through no fault of their own—to live alongside for weeks on end.

“Let’s be clear, this is not acceptable. Residents deserve better. They deserve landlords who take responsibility, respond promptly to concerns, and keep the areas they manage clean and safe.

“We will continue to speak up. We will not stay silent. We will be the residents’ voice.”
