From Boot Sale to Bust: Inside The Met Operation That Recovered £500K in Stolen Tools Led By A Havering Inspector.

Boot sale busts, cross-force teamwork, and major arrests – Inspector Connolly sets a national example in tackling tool theft.

Inspector Mark Connolly’s operations spark national action on rampant trade in stolen tools at boot sales.

In a major step forward against organised tool theft, Metropolitan Police officers—led by Havering’s very own Inspector Mark Connolly—have launched a series of targeted crackdowns on the illegal sale of stolen tools across boot sales in East London and Essex. The results have been staggering, with over £500,000 worth of suspected stolen tools recovered and multiple arrests made.

Inspector Connolly, a familiar and trusted face in Havering policing, has been at the forefront of this battle. Speaking to The Havering Daily, he shared the driving force behind the operations:

“The initial operation took place at Willow Farm that borders between Havering and Essex and although the area is not under the Met, I chose to lead the investigation as I know many Havering residents have had tools stolen. The intelligence was that boot sales were a conduit for stolen tools and other illegal items being sold. We did some intelligence checks under the location and all this led to this.”

Working collaboratively with Essex Police, Trading Standards, and other enforcement agencies, Inspector Connolly built a well-planned and intelligence-led strategy to shut down illegal sellers and recover stolen goods.

“It required me working with Essex Police and together we looked at working with other agencies such as Trading Standards and putting together a plan—looking at recovering these stolen items and finding the individuals who were selling these items illegally. We arrested four individuals at Willow Farm and those four individuals were released under investigation. We recovered around £50,000 worth of tools. We are now going through a significant number of tools and their identifications—some are marked and some are not.”

The investigation quickly moved to a second location: Bonzer Car Boot Sale in Collier Row. Intelligence revealed that suspects from the Willow Farm operation were also attending and allegedly selling more stolen goods.

“We did initial checks, intelligence checks on the boot sale and identified that some of the individuals from Willow Farm were also attending the Bonzer Boot Sale. These individuals appeared to be selling more illegal tools at the boot sale. We then worked on another operation which takes considerable time bringing together all partners involved.”

The result? A coordinated police operation that took two weeks of planning and led to six arrests for suspicion of handling stolen goods.

“The Bonzer Boot Sale saw six arrests for handling stolen goods, suspicion of handling stolen goods. The six have been bailed and one was the same individual who was released under investigation from the Willow Farm boot sale. This raises concern about organised crime. The Bonzer Boot Sale saw a seizure of £500,000 worth of suspected stolen tools.”

The police effort didn’t stop there. Follow-up house searches in Hackney and Kent uncovered even more stolen items, with some pieces valued at over £30,000.

“Leading on from the Bonzer Boot Sale in Collier Row, we then conducted further searches at one of the individual’s homes where we recovered a similar amount of high-value tools and equipment from different companies. Some of those items were in excess of £30,000 and some were marked by companies. The two homes searched were in Hackney and Kent.”

Inspector Connolly praised his team’s dedication, noting the scale of the work that still lies ahead.

“Officers are obviously doing a lot more work now,” he said.

His message to tradespeople and the wider public is simple but vital:

“Please mark your tools, whether it is through a company, with your name and address—but please mark them.”

Inspector Connolly has not only safeguarded the livelihoods of countless tradespeople but has also set a national benchmark for tackling tool theft and illegal resale markets.

From the fields of Willow Farm to the stalls of Collier Row, Havering is leading the way in cracking down on a crime that affects thousands across the country. Well done to Inspector Connolly and his team for this outstanding achievement.
