Havering’s Leader of The Council-Councillor Ray Morgon has issued a response to the Havering Daily article entitled ‘Is Havering Being Left Behind? A Borough Full of Potential, Starved of Vision.’

Mr Morgon has stated that there is a clear vision for the future for Havering-please see his response below:

A Clear Vision for Havering’s Future 

The recent article titled “Is Havering Being Left Behind? A Borough Full of Potential, Starved of Vision” published in the Havering Daily presents a negative and ill-informed perspective on Havering Council’s efforts and vision for the borough’s future. We appreciate healthy discourse and welcome constructive criticism, but it is crucial to address the misconceptions and inaccuracies in the piece. 

Havering Council is committed to fostering a prosperous and vibrant community, and our strategic plans reflect this dedication. Contrary to what has been portrayed, we have a comprehensive and well-defined vision that aligns with the aspirations of our residents and stakeholders. 

Economic Development and Innovation 

We are actively investing in the economic development of Havering to ensure sustainable growth and job creation. For example, we are working to bring in a major investment opportunity which will spark further investment, business growth, employment and skills with the proposed Data Centre. We also have other initiatives such as the Innovation Hub and the Small Business Support Programme which are designed to nurture local enterprises, attract investment, and create a thriving business environment. Our plans include collaborating with key industry players and educational institutions to drive innovation and ensure that Havering remains competitive in the evolving economic landscape. This also includes plans for a new Hornchurch BID, following on from the successful Romford BID. We have also launched a new campaign ‘Keep it Local’, to encourage residents to spend locally with our businesses. And once again we have the annual Small Business Awards to celebrate the best in small businesses in the borough.

Infrastructure and Connectivity 

Yes, Havering over the years has not seen the investment it needs for its infrastructure. But that is starting to change through lobbying, prioritising budgets and seeking grants. For example, the ongoing upgrades to transportation networks, including the expansion of cycling lanes and the enhancement of public transport services, are aimed at improving connectivity within and beyond the borough. The proposed Superloop is an example where we lobbied and now a consultation is taking place on the route it will take. The Elizabeth line improvements have opened up London and we are still looking at further north/south improvements and the above-mentioned data centre, plus other opportunities, should help fund further improvements. 

Planning and building 

In our planning and building efforts, we are dedicated to preserving the unique character of Havering while accommodating growth and modernity. Our development plans are informed by a deep respect for the borough’s historical and architectural heritage, ensuring that new constructions blend harmoniously with the existing landscape. We are implementing thoughtful urban design principles that enhance the aesthetic appeal and functionality of our neighbourhoods. Such as through the agreed Romford masterplan that sets out the future sympathetic development plans for the town. We are also looking at Rainham too. 

We are keen to protect our green spaces, conserving historic buildings, and promoting sustainable development practices.You can see this with our Village green initiative. By balancing the old with the new, we aim to create spaces that honour our rich past while providing for the needs of future generations. The work we are doing on Tyth barn as well as supporting our other assets, such as the Upminster Windmill, are good examples of this. We have also carried out our first study of the borough’s character to build in protections within a refreshed Local Plan. 

Community Wellbeing and Inclusivity 

Our vision for Havering is centred around building a cohesive and inclusive community. This includes the Where We Live campaign, where we are working with our volunteers to foster pride in clean and safe neighbourhoods. Plus, we are working with our faith groups to ensure we have a clear connection with our different communities. 

We have a plan to improve our engagement with our different resident groups including our young people and are ensuring we better hear their views and feedback any actions. 

We recognise the rich cultural heritage of Havering and are dedicated to preserving and celebrating it. Through cultural festivals, heritage conservation projects, and support for local arts, we are ensuring that our diverse history and traditions continue to be a source of pride and inspiration for future generations. 

Environmental Sustainability 

Our green initiatives, including the Climate Action Plan, which we are now refreshing, focus on reducing carbon emissions, maintaining green spaces, and promoting eco-friendly practices among residents and businesses. We are committed to creating a resilient and sustainable environment for current and future residents. 

In conclusion, the claim that Havering is starved of vision is unfounded. Our council is resolutely focused on realising a future where every resident can thrive and where our borough stands as a model of innovation, inclusivity, and sustainability.
