Ongoing proactive work by officers in Harold Hill has seen another prolific shoplifter given a Criminal Behaviour Order.
This was another great success for the police’s Clear Hold Build initiative in Harold Hill this week with Heaton Safer Neighbourhoods team securing a Criminal Behaviour Order for 29 year old Candilee Farey.
Last October, the local police team met with Farnham Road Shopkeepers Association who raised their concerns about a rise in shoplifting in the area.
Building up an intelligence picture of offences being committed in Farnham Road, Candilee Farey was identified as being a regular suspect for these offences. Farey was arrested on multiple occasions since October for theft/shoplifting from Sainsburys, Co-Op and the Card Factory in Farnham Road, Harold Hill and failing to appear at several court hearings. The police team worked hard to win the trust of the community to come forward and provide statements documenting her offending.
Officers worked hand in hand with partners at Havering Council, sharing information and expertise in order to apply for a Criminal Behaviour Order (CBO). The team worked tirelessly with the CPS, Probation Service and CGL (Change Grow Live) to gain support for the CBO and seek to divert Farey into a drugs and alcohol programme, to support her and manage future offending.
On March 6, Candilee Farey was issued a CBO at Barkingside Magistrates’ Court on to last for 12 months. As a result, she must not enter the location between the streets GOOSHAYS DRIVE, HILLDENE AVENUE, CHIPPENHAM ROAD, WEST DENE DRIVE and DARTFIELDS within London Borough of HAVERING. (Mapped out area covering Farnham Road shops). She must also fully engage with Change Grow Live (CGL) and complete a drugs and/or alcohol support programme.
Inspector Charlie Routley, tactical lead for our Clear Hold Build initiative in Harold Hill, said: “Following concerns raised by the local community, it was quickly established that Farey was a persistent offender in the Farnham Road area. Her complete disregard for the law and brazen shoplifting led to shop workers and residents feeling unsafe. The great work of my team alongside our partners at Havering Council, secured a CBO, which will prevent her from future offending as well as providing her with the appropriate support services to help turn her life around. I thank our key partners at the London Borough of Havering for their continued support with Clear Hold Build. Together we are committed to making Harold Hill a safer place to live and work and we will continue to target those offenders who come to Farnham Road solely for the purpose of committing criminal offences.”
Councillor Ray Morgon, Leader of Havering Council, said:
“This is a great example of partnership working between the Council, the Police and other partners, showing our commitment in doing everything we can to keep our residents safer.
“We know the negative impact crime such as shoplifting has not only on our local businesses, but on the whole of the community.
“Thanks to the combined efforts of the Council’s Community Safety Team, Met Police and the judiciary system, we have been able to secure this Criminal Behaviour Order in this case.
“It sends out a clear message that we won’t tolerate such criminal behaviour and will strive to take the strongest action.
“The Council, along with the police and all our partners will continue to work and support all our communities so they can feel safer.”
