Romford Councillor asks developer to make progress on Waterloo estate.

Romford Councillor, David Taylor, has written to the Chief Executive of developer Wates asking them to make progress on work at the now mothballed Waterloo estate.

 Demolished in May 2021, to make way for a new development with over 200 social homes, the Waterloo estate was part of an ambitious £1bn plan to regenerate Havering’s estates. The redevelopment was, however, paused after the government announced new building guidance which would require taller blocks to contain two staircases. 

However, in July 2023, Secretary of State Michael Gove confirmed that construction can take place with one staircase, provided it starts soon. 

Councillor David Taylor, St Edwards Ward, has previously urged Havering Council to start work on the site. His letter to Wates comes as the homelessness crisis continues. 

Councillor Taylor told the Havering Daily:

“Havering has 300 families living in hotels and B&Bs, which is costing us millions and is an unacceptable answer to our homelessness crisis. Families need a secure home in order to thrive. 

With planning permission already granted for the Waterloo estate, and over 200 social homes a part of that, we need to see the council and Wates get on with building. 

Romford has experienced abandoned and mothballed construction sites before, we need reassurance that this isn’t happening again. 

The council is approving developments elsewhere and planning a new tower-block on Como Street, they should get on with what’s already approved and get these families housed.”
