Havering Committee investigate damp and mould across Havering Council homes.
Councillors received a report from Havering Officers on damp and mould in housing stock, at a meeting of the Places Committee on Thursday 14 December.
Chaired by Councillor David Taylor, St Edwards ward, the committee had asked council staff to prepare a report that looked at damp and mould in homes managed by the council. The report followed increasing reports of mould in rented homes across the UK, as well as strict new guidance from the government.
Presenting to councillors, from across Havering’s political groups, Council staff outlined the causes of damp and mould in their properties. This included highlighting that certain construction methods, popular in the 60’s through to the 80’s make the problem worse.
It was also highlighted that some upgrades to homes, such as central heating and over-insulating, can make the situation worse.
Council staff provided information about work underway to identify damp and mould. This includes a Damp and Mould MOT, as well as a guide on how residents can help such as by ensuring proper ventilation when boiling food.
Councillors were reassured that work underway to improve homes will not be impacted by the proposed budget cuts.
Following the presentation, councillors questioned the staff on the work and requested a new report that would identify if the council are on-top of the situation.
Councillor Taylor, chairman of the Committee, said:
“It is agreed, across all political parties, that people deserve to live in a warm and dry home. Being a renter, especially if renting from the council, shouldn’t mean you have to put up with dangerous conditions.
Damp and mould causes health issues, mental health issues, and even death.
I’m grateful to the council officers from a brilliant report, which highlighted that they take the issue seriously. I have faith in the council’s team to take action where it is needed.
The committee will be looking at what powers the council has to protect residents in private-rented accommodation and we have also asked for regular updates on the number of residents reporting damp and mould in their home.
