This week the Havering Daily reported on how a Romford man who bought a ULEZ compliant vehicle, had been issued with ten penalty notice charges.

Gary from Romford, had to sell his previous vehicle as it did not meet the ultra low emission zone criteria, and purchased a car on finance, as he needed a car for his job.

After several weeks of using his new vehicle, the Romford man changed his plates to private ones and this is when the fines began and Gary clocked up a total of ten fines at £90 each. Despite numerous calls to TfL, he was unable to cancel them and felt that he had been ‘passed on’ from person to person, with very little help.

Yesterday, Wednesday 18 October, the Havering Daily received the news from TfL that Gary’s fines had been cancelled and an apology had been issued.

A TfL spokesperson told the Havering Daily: “We apologise to Mr Gosset who incorrectly received a ULEZ penalty charge when his vehicle is compliant. We receive updates from the DVLA on a four-weekly basis, ensuring we have the latest data on vehicle compliance available. On rare occasions, customers who have swapped private number plates from one vehicle to another may find that their new vehicle is not included in the latest update and will unfortunately be registered as non-compliant until the following update a month later. We are working on ways to increase the frequency of these updates.

“We have contacted Mr Gosset to confirm that his vehicle is compliant and that all the ULEZ penalty charges he incurred have been cancelled.”

Gary told the Havering Daily: “I’m glad the fines have been cancelled. However, the system should be better and should be updated more than once a month. I had to pay to get information from Ford’s to prove that my car was ULEZ compliant.

“How many other people has this happened to?”

Further information from TfL.

  • If customers find that the information TfL holds about their vehicle is incorrect, customers can contact TfL with the appropriate documentation and TfL can ensure their vehicle is registered as meeting the standards. As part of this, TfL asks that they provide details such as the Certificate of Conformity so the information can be verified and so any necessary updates to TfL’s records can be made
  • The TfL vehicle checker uses the highest quality of data available. It is based on a range of data – not just from the DVLA but also information from the Vehicle Certification Agency and vehicle manufacturers – and has the details for 50 million vehicles, which makes it the best vehicle checker in the country. For TfL’s vehicle checker, please visit: https://tfl.gov.uk/modes/driving/check-your-vehicle/
  • Drivers to check TfL’s vehicle checker after they have swapped a private number plate. If they believe their vehicle is compliant but is showing as non-compliant, they should follow the advice on the website to correct TfL’s records.
