HRA remains staunchly against ULEZ but feels vindicated in their decision not to waste taxpayers money on the legal challenge after it fails.
In a recent development regarding the ULEZ (Ultra Low Emission Zone) expansion, the Havering Residents Association (HRA) has provided a statement following the outcome of the Judicial Review court case. The ruling resulted in a loss for the five challenging local authorities who contested the expansion.
Councillor Gillian Ford, Deputy Leader of the Council said,
“Right from the beginning, Havering Council was presented with legal advice that suggested the likelihood of an unfavorable ruling. Cognisant of the potential financial implications and with the prevailing legal advice from both within Havering and other boroughs indicating a slim chance of success, the administration made a prudent decision not to risk taxpayers’ money on a legal challenge.
“Instead, Havering Council has been actively pursuing the best possible outcomes for its residents. Focused on supporting the most vulnerable members of the community, the HRA is committed to advocating for improved scrappage schemes and discretionary initiatives that can benefit the workforce commuting to the borough.
“While the specific legal costs incurred by the authorities involved in the court case are yet to be disclosed, it is important to note that any potential costs awarded against them would ultimately burden the Council Tax payers of those respective authorities. Moving forward, the HRA will continue to engage with the Mayor’s office, seeking support for measures that alleviate the impact of the ULEZ expansion on residents and businesses in Havering.
“The focus will be on finding practical and feasible solutions that strike a balance between environmental concerns and the well-being of the local community.”
